Abstract
The financial damages caused by unauthorized connections represent a serious and growing challenge that has consistently drawn the attention of many officials and relevant authorities. Each year, these types of connections incur significant costs, which not only harm public rights and individual rights but also pose a serious threat to the environment and natural resources of the country. Resources such as water, considered the most vital element for life and human progress, are severely endangered by these uncontrolled actions.
Unauthorized connections primarily refer to the illegal and unlicensed use of water, electricity, and wastewater networks. This situation not only disrupts the order and discipline in the distribution and consumption of resources but also places a heavy financial burden on service-providing companies, especially water and sewage companies. The lack of transparency in the management of these resources and insufficient supervision easily creates a breeding ground for such violations and deviations.
Among the types of unauthorized connections, we can refer to connections related to drinking water, agricultural water, sewage, and electricity. These connections are typically carried out through tampering with pipelines, installing unauthorized equipment, or entering into illegal agreements. Identifying these cases is one of the main challenges facing the relevant authorities. To better identify these unauthorized connections, the use of modern technologies, especially imaging and remote sensing techniques, along with field insections and the use of recorded information and data, is of paramount importance.
